With a normal guitar amplifier, the volume and quality of sound are not closely linked. Guitar amplifiers can be played loudly or quietly of course. For certain effects such as overdrive, more power equals stronger distortion.

 

Nevertheless, your guitar will come in perfectly clearly even in the lower volume range. This means that, if you don't have a lot of money, you can buy a low-power cheap guitar amplifier and have it work well. You will be able to play with other musicians in practice, and be heard quite well.

With a bass amplifier, however, things are a little bit different. There are some very good cheap bass amps out there, but when you are using them you sometimes run into a problem.
